221g - Im 18 years old.... and i got a 221g white paper??? why???

hey,

Im 18 years old living in amman, jordan.. my father is US citizen and he petitioned for me... it was all good and i went to the interview... the officer didnt ask me alot of questions... only asked me if my father submitted and affidavit of support which he didnt, cuz he's retired.. so instead my older brother who is also a US citizen submitted the form... she asked me about my brother and i told her he is my sponsor.... she said its all good but i cant give u the visa unless ur father sends his affidavit of support... so she gave me back my passport and told me when u bring the paper send with the passport to the embassy for visa issuance.... my father got a joint sponsorship with my brother cuz he's retired now... so again why did the officer give a white paper saying that i was refused and that my father should send his I-864 along my passport to issue a visa?? also i have sent them the papers and its been almost 45 days now and no response and they have my passport... knowing they didnt give me my file back nor any papers i submitted!! anybody help me... i gotta catch university in about a month... !!

The consular officer must have all the documentation they need in order to properly issue you a visa - until that is done, you'll be sent away without a visa. That information can range from affidavits of support to clearing security checks to many other possibilities. Common practice.

And it will take them as long as it takes them. There are other cases in front of yours that must be handled first.

Because the law says that the person who petitions is the sponsor and must submit an I-864.

Your father is your petitioner, your father is your sponsor, your father must submit an I-864.

Had you and your father done your homework and correctly understood sponsorship at the time you were making your visa application you would probably have had your visa by now. But that was then and this is now, what's happened has happened. You will get your visa when the consular officer who is handling your application can fit it into their schedule and get back to it.

Your file normally stays in embassy where you're interviewed, unless they decide otherwise to issue you visa.

You can call it administrative processing if you wish, I would not.

Your file will stay at the consulate waiting for the I-864 to be submitted. When it is submitted it will be placed in the file and you will be issued your visa. (Unless there is something else going on that hasn't been mentioned.)

Yes - that's the beauty of an immigrant visa! You can leave the US with just that stamp so long as the date on it is valid. Once you get your physical green card, the stamp becomes irrelevant.
